SECUR Health Plan is a for-profit, privately held Florida corporation with its headquarters and operational offices in Tampa, Florida.
SECUR is focused only on Medicare Advantage products for the institutional special needs plan (I-SNP) population.
In 2025, SECUR’s service area is limited to five Florida counties: Citrus, Hernando, Hillsborough, Pasco, and Pinellas.
SECUR offers two HMO I-SNP plans:
- SECUR Advantage is focused on institutional/facility-based individuals.
- SECUR Enhanced is focused on institutional-equivalent individuals living in the community.

As a visionary healthcare leader, Paola Bianchi Delp’s commitment to improving outcomes for patients with complex and chronic conditions has defined her career—earning her recognition as a 2024 Modern Healthcare Women Leader, Tampa Bay Business Journal Business Woman of the Year and a 2024 Tampa Titan.
Bianchi Delp serves as President of CareNu and ASSURITY DCE of which she both founded, spearheading both value-based global risk organizations to leverage population health and predictive analytics and deliver comprehensive, coordinated care. Under her stewardship, CareNu has achieved remarkable growth, expanding 111% in just four years. As CEO of SECUR, a newly licensed Medicare Advantage Special Needs Plan (I-SNP), she continues to push the boundaries of innovative healthcare delivery.
With more than three decades of healthcare leadership experience specializing in the strategic development both in publicly and privately held companies, Bianchi Delp has consistently created value across the healthcare ecosystem. She has a proven track record of managing network and global risk opportunities, developing innovative policy, and working with hospitals, integrated delivery systems and other health plans. Her expertise spans network and global risk management, policy innovation, and collaboration with diverse stakeholders—from startups to publicly traded companies.
Fluent in Spanish and holding dual master’s degrees in Healthcare Administration and Business Administration from the University of South Florida, Bianchi Delp is passionate about transforming healthcare. Her vision of personalized, compassionate care has touched the lives of thousands, cementing her status as a trailblazer in population health management.

COO for SECUR
Kathy A. Winans is the chief operating officer for SECUR, where she oversees operational strategy and execution across multiple markets. With more than 20 years of leadership experience in healthcare, Kathy specializes in driving large-scale initiatives, optimizing operational efficiency, and delivering high-quality care.
Prior to her current role, Kathy held leadership positions with UnitedHealthcare and Optum’s WellMed of Florida. She has extensive expertise in Medicare Advantage, Medicaid, and commercial insurance sectors, as well as a proven track record in managing billion-dollar financial P&Ls and leading cross-functional teams to achieve business objectives.

CFO for SECUR
Angelica Wang is the chief financial officer for SECUR, where she spearheads the financial strategy and operations, ensuring alignment with the organization’s goals and objectives. With more than 15 years of expertise in financial reporting and business process re-engineering, she has a proven track record of driving growth while balancing capital priorities and risk management.
Before joining CareNu, Angelica served as the Atlantic Regional Medicare Finance leader, overseeing seven states, including key markets like Florida and Georgia, at a publicly traded healthcare company. In her numerous leadership roles she has leveraged data analytics to design innovative cost sharing models with providers, systems and partners. Her comprehensive knowledge has resulted in transforming complex data into actionable insights.
Angelica possesses extensive knowledge of managed care and reimbursement methodologies, complemented by her exceptional analytical skills that allow her to transform complex data into actionable insights. Angelica is a certified public accountant and a fellow of the Healthcare Financial Management Association, reflecting her commitment to excellence in the healthcare financial sector.
